For every admin 1 unit in the HDX HAPI rainfall feed (about 1,500 units in 127 countries), the last nine dekads of CHIRPS rainfall summed against the long-term average for the same dekads, classified in the percent-of-average bands drought monitors use, with a dry-season guard so a deficit against a few millimetres is never reported, and rolled up to a country watch level. Computed by PRISM from the rainfall it already refreshes; nothing is fetched to serve it.
